(Strasbourg) “A contradictory vote”, “an open door to trafficking in human beings”. This is the opinion of the FAFCE (Federation of Catholic Families Associations in Europe) on today’s vote by the European Parliament on the European Parenthood Certificate. “By 366 votes in favour and 145 against, the European Parliament has today approved its opinion on the European Parenthood Certificate. The Council, made up of the Member States, is not obliged to follow this advice”. FAFCE President, Vincenzo Bassi, insists that “Member States should not follow the European Parliament’s advice. The latter – with today’s vote – clearly goes against the principle of subsidiarity, ignoring the exclusive competence of the Member States and its explicit condemnation of the surrogacy practice”. Indeed, the European Parliament “has condemned this practice several times, including last year in its resolution on the impact of the war against Ukraine on women”. “With this proposal, the European Parliament intends to limit the possibility for EU Member States to refuse to recognize parenthood established in another country on the basis of public policy concerns. The draft legislation would allow the recognition of parenthood established in any Member State throughout the EU, including in situations such as surrogacy”.
